The United Kingdom and France Will Dispatch Forces to Ukraine in the event that a Peace Agreement is Finalized

Placeholder Diplomatic Meeting

The UK and France have inked a declaration of intent concerning the positioning of military forces in Ukraine should a peace agreement be concluded with Russia, the British leader, Keir Starmer, has declared.

Subsequent to talks with Ukraine's allies in the French capital, he said that the two nations would "set up defense centers in various parts of Ukraine and construct fortified installations for military hardware and equipment" to discourage any potential incursion.

The coalition members also put forward that the US would assume leadership in overseeing a truce.

Russia has repeatedly warned that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has not yet responded on this new announcement.

Context and Ongoing War

The Kremlin's head Vladimir Putin began a full-scale invasion of Ukraine in February 2022, and Russian forces at this time occupies roughly 20% of Ukraine's sovereign soil.

"This represents an essential component of our vow to support Ukraine for the foreseeable future," remarked Starmer.

Heads of state and top officials from the "Partner Group" took part in the recent discussions.

He stated at a combined announcement, he further said: "It establishes the framework for the juridical structure under which allied and coalition forces could function on Ukrainian soil, defending Ukraine's air and maritime domains, and restoring Ukraine's defense capabilities for the future."

The British leader also stated that London would take part in any US-led monitoring of a prospective ceasefire.

Security Guarantees and Diplomatic Positions

Top Washington representative Steve Witkoff remarked that "lasting security guarantees and substantial prosperity commitments are essential to a enduring ceasefire" in Ukraine – alluding to a key requirement made by Kyiv.

Witkoff indicated the partner nations had "substantially agreed on" their work on finalizing such pledges "so that the citizens of Ukraine know that when this war ends, it ends permanently."

Jared Kushner, ex-President Donald Trump's representative, also took part in the negotiations.

At the same time, President Macron Emmanuel Macron declared that Ukraine's supporters had made "considerable progress" at the negotiations.

He noted that "comprehensive" safety pledges for Kyiv had been reached in the case of a possible ceasefire.

Ukraine's leader Volodymyr Zelensky said that a "huge step forward" had been made in the negotiations, but added that he would only view efforts to be "adequate" if they culminated in the cessation of the war.

Recently, the Ukrainian leader suggested a settlement was "largely prepared". Agreeing on the outstanding 10% would "determine the fate of the agreement, the destiny of Ukraine and Europe".

Remaining Challenges

  • Land and defense assurances have been at the heart of unresolved issues for negotiators.
  • The Russian President has often said that Ukraine's forces must pull back from all of Ukraine's eastern Donbas region or Russia will seize it, refusing any concession over how to end the war.
  • The Ukrainian President has so far ruled out surrendering any land, but has suggested that Ukraine could withdraw its troops to an mutually accepted point – but only if Russia does the same.

Russian forces presently controls approximately 75% of the Donetsk region and around 99% of the neighbouring Luhansk. The areas form the industrial region of the Donbas.

The original US-led multi-point framework that was extensively reported to the media last year was seen by Ukraine and its EU supporters as being heavily skewed in Moscow's favor.

This sparked weeks of focused diplomacy – with the involved parties trying to amend the proposal.

Recently, Ukraine submitted the US an updated proposal – as well as distinct documents describing prospective security guarantees and provisions for Ukraine's rebuilding, the President added.
